			<content:encoded><![CDATA[<p>Americans, at one time, shunned tattoos unless they belonged to particular sub-cultures that pushed the limits of social beauty taboos.  Tattooing has long been a trademark of outsider groups like motorcycle clubs and street gangs.  Some other groups with more acceptable reputations, like military personnel, also proudly received tattoos.  But tattooing was still considered a counter-culture or a type of rebellion, often a way of representing an individual&#8217;s status as the member of a marginal social group.</p>
<p>However, times have changed.  The populations of developed countries have begun to embrace the tattooing in the same way it has long been revered by native cultures&#8211;as a form of living art, one which can be a simple expression of beauty, an individual statement, or a way of expressing a lifelong commitment.  More celebrities are openly displaying their tattoos, also.</p>
<p>Large cities are no longer the only place to find a reputable tattoo parlor.  Tattoo artists have taken up residence on the main streets of small towns, changing the out-dated idea of dark, smoky shops frequented by rougher elements.  College students and soccer moms are as likely to be found among the clientele as sailors or bikers.  And tattoos are no longer considered a lower-class phenomenon.</p>
